The award is the highest recognition a private individual can receive from a U.S. Army command. A construction engineer with Weimar Werk, Mr. Schmidt has devoted countless hours of his private time to researching, planning and executing the inauguration of the first memorials to U.S. soldiers in the former East Germany. As a result of his tireless efforts, these memorials stand now as a reminder of the sacrifices made for freedom. His personal interest in the matter has lead to two visits to the area by veterans of the 80th Infantry Division -- the unit to which the city peacefully surrendered. For the first visit, the city graciously and generously hosted veterans and their families for a full week of events in 1999. The second visit in October 2000 culminated with the Division veterans’ association inauguration of a plaque in the Weimar City Hall. These two visits provided the veterans and the citizens of Weimar with unprecedented opportunities to revisit those historical events and embark on new friendships. To recognize his commitment to honor the U.S. Army’s role in securing freedom in this part of Germany, Maj. Gen. Charles C. Campbell pinned the Outstanding Civilian Service Medal on Mr. Schmidt with thanks during the ceremony attended by Mr. Schmidt’s wife, Gerlinde, and her sister and brother-in-law, Mr. and Mrs. Horst and Marlies Kaiser of Kaiserslautern, Germany. Mr. Schmidt’s visit to the headquarters also included a luncheon with senior members of the headquarters staff and related meetings.
